River Acres Water Main Extension

Project Summary

The River Acres neighborhood is a rural neighborhood containing 123 properties on private wells, with homes built in the 1970's and 1980's. As PFAS was discovered in the groundwater in the 2000's, many of these homes were among the first in Cottage Grove to exceed recommended Health Based Values (HBVs) for PFAS and require whole house Granular Activated Carbon (GAC) filters. As of the fall of 2018, 88 of the 123 properties on private wells in the River Acres neighborhood exceeded the Health Based Values (HBVs) for PFAS and 27 properties contained levels of PFAS that were below the HBVs.

This past May, the City applied, and was approved, for grant funding through the 3M Settlement Agreement for two water main extension projects in Cottage Grove, one of which being the River Acres neighborhood area. This was part of the Expedited Projects process, which was intended to provide funding for PFAS-related projects as the long-term drinking water supply plan is developed for the East Metro by the Minnesota Pollution Control Agency (PCA) and the Minnesota Department of Natural Resources (DNR).

This project will extend City water at no cost through the neighborhood, providing a permanent drinking water solution and allowing GAC filters to be removed from homes.

May 8, 2020 Update

The City Council has awarded the River Acres Water Main Extension Project to Ryan Contracting. Work is anticipated to begin the week of May 11, 2020 near the intersection of Ideal Avenue and 100th Street. Crews will continue to work south through the neighborhood following the proposed project phasing. A brochure was mailed out to provide additional project and contact information as well as to answer some frequently asked questions.

Pop up meetings are being held near the intersection of Ideal Avenue and 110th Street on Monday, May 11 from 1 pm to 3 pm and Tuesday, May 12 from 3 pm to 6 pm Representatives from the City will be available to answer any questions and notarize water service agreements. No appointment is necessary to attend.

October 3, 2019 Update


The project is in the preliminary stages with construction anticipated for Spring 2020. A neighborhood meeting to discuss the proposed work, what to expect during construction, and proposed schedule will be held on Thursday, October 3, 2019, at 7 pm in the Training Room at Cottage Grove City Hall, 12800 Ravine Parkway S.
