City Council Meeting Minutes - March 6, 2019 Regular Meeting

Council approved the March 6, 2019 City Council Regular Meeting Minutes.

Insurance Tort Liability Limits   

Council authorized the City not to waive the statutory tort limits where an individual claimant would be able to recover no more than $500,000 on any claim to which the statutory tort limits apply per Staff and City Attorney recommendation. The total all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would be limited to $1,500,000.

Schedule Local Open Book Meeting and Acknowledge Regional Meetings           

Council scheduled an Open Book meeting at Cottage Grove City Hall located at 12800 Ravine Parkway, Cottage Grove, on Thursday, April 4, 2019 from 5-7 p.m. and acknowledged the following three regional meetings held in the County: City of Oakdale – Wednesday, April 10, 2019 from 5-7 p.m.; City of Woodbury – Thursday, April 18, 2019 from 5-7 p.m.; and Washington County Government Center in Stillwater – Wednesday, April 24, 2019 from 2-7 p.m.

Council appointed Tony Khambata as the Planning Commission Chair.

Summers Landing 1st Addition Final Streets Quote Award           

Council adopted Resolution 2019-033 awarding the Summers Landing 1st Addition Final Street Improvements Project to Hardrives, Inc. in the amount of $129,670.25.

Lodging Tax Letter of Intent       

Council authorized the City Administrator to execute the Letter of Intent (LOI) with the Cottage Grove Area Chamber to establish a separate non-profit organization called the Cottage Grove Area Convention and Visitors Bureau (Bureau).

Eastbrooke Neighborhood Park Naming              

Council adopted Resolution 2019-035 to name the Eastbrooke neighborhood park "Antler's Ridge Park and Open Space".

Strawberry Fest Raffle Permit   

Council authorized issuance of a single-occasion gambling permit to Cottage Grove Area Strawberry Festival, Inc. to conduct a raffle on June 17, 2019 at Park High School in conjunction with Strawberry Fest.

West Point Douglas Authorize Feasibility Report – Jamaica Avenue to Hadley Avenue   

Council adopted Resolution 2019-036 authorizing the preparation of a feasibility report for West Point Douglas Road from Jamaica Avenue to Hadley Avenue.

Council adopted Resolution 2019-034 rescinding condition #51 from Resolution 2018-048, which approved the Mississippi Dunes Fifth Addition final plat.

Council authorized staff to apply for the Statewide Health Initiative Program (SHIP) grant in the amount of $4,999.

DARTS Bus LOOP Circulator Presentation            

Council authorized the City to form an advisory committee and begin the establishment of a DARTS Bus Circulator in Cottage Grove.

Airgas Development and Lake Flora Plat              

1) Council adopted Resolution 2019-039 approving the preliminary and final plats for a subdivision to be called Lake Flora Addition

2) Council adopted Resolution 2019-040 approving the site plan review, conditional use permit, and variation for the proposed Airgas development

3) Council approved the contract for private development by and between the Cottage Grove Economic Development Authority and Airgas for financial assistance for $437,000

4) Council approved the purchase agreement approving the purchase of the property from WAG Farms Inc., ET AL and sale of property to Airgas USA, LLC for development purposes on 8.5 acres of land in the Business Park

5) Council approved an option to purchase and right of first refusal agreement between the City of Cottage Grove Economic Development Authority and Airgas USA for four additional acres for development

6) Council adopted Resolution 2019-041 regarding approval of a Minnesota Investment Fund application for Airgas USA, LLC

7) Council adopted Resolution 2019-042 in support of a Job Creation Fund application to the Minnesota Department of Employment and Economic Development
