Police Respond to Domestic Assault
SWAT assists with apprehension – charges pending

On March 12, 2017 at 9:11 p.m., Cottage Grove Police received a call to 8598 Jewel Avenue South, on a report of a woman that was assaulted by her boyfriend and had then fled to a neighbor’s house for help. The victim reported that she was assaulted, choked and the suspect threatened her with a knife. It was reported that the suspect was possibly armed, had barricaded himself in the home and was not responding to officers. When officers attempted contact with the suspect, he went back in the residence and locked the doors.

A search/arrest warrant was obtained and Washington County SWAT was requested at approximately 10:15 p.m., to assist with the resolution of the incident and replace the duty officers, who were initially on the scene.

Negotiators made several attempts to resolve the incident, however, the suspect remained uncooperative, barricaded in the home. A decision was made to breach the front door of the home. While breaching the door, the suspect fled out the back door of the residence and was apprehended without further incident.

The suspect, Matthew Joseph Franssen, DOB 10/04/1990, was transported to the Washington County Jail pending review and formal complaint charges.

During the event, residents in the immediate area were notified via Code Red that police activity was occurring in the area and to shelter in place. At approximately 12:45 a.m., the incident was resolved and another Code Red message was sent out to residents that the situation had been resolved.
