Actions Taken at March 21, 2018 City Council Meeting

The following actions were taken at the March 21, 2018 City of Cottage Grove Council meeting. City Council meetings are broadcast by the South Washington County Cable Commission and are available for online viewing at www.swctc.org.

Meritorious Service Award
Sergeant Michael Coffey received a Meritorious Service Award for his efforts in implementing the multi-jurisdictional Mobile Field Force team.   He was instrumental in training more than 300 officers, developing policy, callout procedures and requirements, and standard operating procedures.

Cottage Grove Ice Arena Ice System Replacement
Plans and specifications from Steven’s Engineering for replacement of north and south rink ice systems at the Ice Arena were authorized.  In the 2018 budget, $200,000 was authorized for development of plans and specifications. The proposal from Steven’s Engineering is $189,300.

Workers Compensation Insurance
Council authorized the purchase of workers compensation insurance from the League of Minnesota Cities.

Mobile Field Force Joint Powers Agreement 
Executed a Joint Powers Agreement with Washington County Sheriff’s Office, Police departments of Forest Lake, Oak Park Heights, Oakdale, St. Paul Park, Stillwater, and Woodbury.

Animal Control Ordinance Amendment 
Council amended the Animal Control Ordinance that included: updated definitions, running at large, wild or exotic animal, licensing changed to police from City Clerk, dangerous and potentially dangerous dogs, impartial hearing officer, fees for appeals, and nuisances.

Triple Angels Healthcare Site Plan and Cottage Grove Woods Plats
The Cottage Grove Woods preliminary plat and final plat subdividing two existing taxing parcels of land (about 17.6 acres) into two lots and one outlot was approved.

The site plan review application from Triple Angels Healthcare to construct a 9,215 square foot one-level building with 15 parking spaces and future building addition of 6,732 square feet with parking was approved.

West Point Douglas Road Reconstruction and Utility Project
City Council authorized the preparation of a feasibility report for the West Point Douglas Road Reconstruction and Utility Project from 96th Street to the Jamaica Avenue intersection.

Thompson Grove Country Club
City Council approved the comprehensive plan amendment to change the land use of the property at 6541 85th Street South from Parks and Private Open Space to Low Density Residential.

City Council approved the preliminary plat and final plat to be called Thompson Grove Country Club, which will subdivide a 1.36-acre parcel of land into three single-family residential lots.

City Council approved the Contract for Residential Development.

Planning Commission Chair Appointment
City Council appointed Ken Brittain as Chair of the Planning Commission.

Well 12 Private Utility Easement Agreement 
City Council approved the Private Utility Easement Agreement for a private electrical facility located on Outlot B of Sunny Hill Park, adjacent to the Well 12 property along Ideal Avenue.

Creation of TIF District 1-18 Call of Public Hearing
City Council held a public hearing to consider establishment of a TIF district for the Modern Automotive Performance expansion project.

Met Council Environmental Services Wastewater Reuse Program Letter of Support
City Council authorized sending the letter of support to the Metropolitan Council Environmental Services for the Wastewater Reuse Program.

North Star Sheets – Temporary Construction Easement Agreement
City Council approved the temporary construction easement agreement with HHHJWB, LLC, for the temporary grading on land within Hamlet Park.

Approval of Rental License Issuance 
Twenty-three properties had their rental licenses approved.

USS Solar Meister
City Council approved the interim conditional use permit for a 25-year period and a variance to the 300-foot minimum setback requirement for the proposed construction of a one-megawatt community solar garden by USS Solar Meister on approximately 10 acres in the southwest corner of a 38.9-acre parcel of land.

Arts Commission Chair Appointment
City Council appointed Joe Kovarik as Chair of the Arts Commission.

City-Wide Sweeping Project
City Council awarded the 2018 City-Wide Sweeping Project to Mike McPhillips, Inc. for $81.00 per hour based on that company's lower average fleet age, their proximity to Cottage Grove, and their past work history for the City.

Recommendation to Reappoint Don Pereira to South Washington County Watershed District 
City Council recommended to the Washington County Board of Commissioners that Don Pereira be reappointed as manager for the South Washington Watershed District.

McDonald’s Redevelopment 
A public hearing was held to vacate and discontinue the public sanitary sewer easement over the property at 7355 East Point Douglas Road.
City Council vacated and discontinued the public sanitary sewer easement.

City Council approved the site plan for the demolition and redevelopment of the Cottage Grove McDonald's restaurant located at 7355 East Point Douglas Road South.

Hamlet Heights Preliminary Plat 
Council approved the preliminary plat for a single family residential subdivision containing 24 lots and thee outlots on a 10.35-acre parcel of land to be known as Hamlet Heights.

Council authorized staff to execute the required documentation to acquire the tax forfeited property adjacent to the Hamlet Heights Subdivision for public right-of-way purposes.

Majestic Ballroom Site Redevelopment 
A workshop was held on the redevelopment of the Majestic Ballroom site.  Staff from MWF Properties discussed their proposed redevelopment, including an overview of MWF Properties and their workforce housing product, a review of the proposed concept plans, the proposed timeline for redevelopment, as well as discussion on the need to upgrade the infrastructure on West Point Douglas Road to accommodate the redevelopment.
